  Public administration is associated with two aspects: durability and constant change. However, what are the reasons for the continuous processes of changes by the public administration, or is it just a phenomenon caused by the need to adapt to the environment? The Republic of Greece is quite a young country. Despite two hundred years of independence, a significant number of reforms of administrative structures were noted. The first major reform was carried out in 1997, where the public administration was optimized. The aim of this article is a legal and historical analysis of the reforms of the Kingdom and the Republic of Greece carried out in the 20th and 21st centuries and the verification of the introduced reforms on the basis of the criterion of their usefulness to the state and the citizen.;
  
  
  
  W charakterystyce zjawiska administracji publicznej wskazuje się dwie przeciwstawne cechy: trwałość oraz ciągła zmienność. Jakie są jednak powody przechodzenia przez administrację publiczną ciągłych procesów zmian, czy może jest to tylko zjawisko spowodowane potrzebą dostosowania się do otoczenia? Republika Grecji jest dosyć młodym państwem. Mimo dwustu laty niepodległości, zanotowano znaczną liczbę reform struktur administracyjnych. Pierwsza większa reforma została przeprowadzona w 1997 r. gdzie doszło do optymalizacji administracji publicznej. Celem niniejszego artykułu jest analiza prawnohistoryczna przeprowadzonych reform Królestwa i Republiki Grecji w XIX i XX wieku oraz weryfikacja wprowadzonych reform na podstawie kryterium przydatności wobec państwa i obywatela.
