Abstract:

Contractualism in public administration is a method of regulating relations between actors in public management system, which is based on a civil law contract or quasi-contractual mechanisms. Due to expansion of new public management agenda, contractualism has become the leading model for regulating relations in public services systems. To less extent, contracts are also used as a steering mechanism in internal relations within the administrative apparatus. This chapter presents examples of the application of the contractual model of steering within the government administration. The text focuses on two patterns of contractualism in this area: 1) as a steering mechanism for government agencies; and 2) as a mechanism for organizing support services for government administration.
