Abstract:

Protection of persons with disabilities is determined inter alia in the Convention on the Rights of Persons with Disabilities, the Bill of Rights of Persons with Disabilities and the Construction Law. This protection is reflected in establishing and applying the law. A person with disabilities is a person with physical, mental, intellectual or sensory impairments which constitute a barrier preventing full participation in the society. Protection of persons with disabilities in the Construction law includes the design process and the maintenance process. The construction regulations are aimed at ensuring access for the disabled to certain types of buildings. These regulations are absolute in their nature. This protection is in the public interest. A person with disabilities does not have the status of party in administrative proceedings conducted in the construction process.
