This monograph, being a collection of 41 articles written to festschrift, is an attempt to find the answer to questions about the scope of designation by law bases for the construction and functioning of public administration in democratic state ruled by law. Considerations included in this monograph are phrased in the research perspective of administrative law and administrative science; two basic fields of traditional triad of administrative sciences. Therefore, on the one hand, analysis of legal norms and postulated rules of structure and functioning of public administration is being conducted, and, on the other hand, description of real manifestation of structural relations and functioning of modern administration, complemented by the case law of the Polish Constitutional Tribunal and administrative judiciary, is being made. The main subject of this festschrift is domestic public administration, however, in this book there is no lack of articles devoted to public administration in other countries, European administration, and even to global administration.
