The starting point for a critical analysis of the policy of democratization of education in Poland after 1989 is the idea of the common good, which was the basis of the first central educational authority in Poland, which depended only on the king and the Sejm, and was established in 1773. The author of the article recalls the fundamental premises of the National Education Commission, which demanded the dissemination of school education serving the development of educated citizens. Already in the 18th century, Polish elites drew attention to the necessity of civic education if the state was to be managed for the benefit of its citizens, and not for the sake of the authorities. In his analysis of the evolution of social thought, the author demonstrates the systematic process of Polish elites turning away from such a utopian idea also in the times of liberal democracy at the turn of the 20th and 21st centuries. There is no possibility of developing a democratic society in a country where submissive, submissive and socially passive personalities are educated in an authoritarian and centralized school system.
