Abstract:

This article is a summary of the legislative procedure in the Russian parliament at the beginning of the 20th century regarding the separation of the Chełm governorate. It seems that the current scientific research (historical, religious, social, economic), related to the problem of separating this new unit of administrative and territorial, should be continued. In this article constitutional and legal aspects were also taken into account.
