The author points at growing popularity of such a phenomenon and claims that poor efficiency of penalization, as a systemic default, is a main source of hate speech. Presented analysis consists of characteristics of hate speech, especially homogeneity of Poland’s population, popularity historical determinants (mainly interwar ideology) in our times, moreover specificity of state actions. The next part presents typology of hate speech dimensions including eight perspectives of investigation and presentation of social categories, which were objects of hate speech in Poland. The paper ends with interpretation of hate speech on the base of attitudes theory by Stefan Nowak.
