Wydział Prawa, Administracji i Ekonomii Uniwersytetu Wrocławskiego N2 - European Territorial Cooperation Program was one of the main objectives of the EU cohesion policy in years 2007–2013. Within its framework there were implemented many projects concerning cross- border, transnational and interregional cooperation. This article analyzes problems with defining the objectives of selected projects, methods of argumentation used by the beneficiaries of projects and justification of the purposefulness of their implementation. The analysis was based on 6 randomly selected projects carried out by various agencies of the partner countries (Poland–Germany–Czech Republic). The article shows that authors of requests for project funding often use clichéd argumentation, they do not try for a variety of original themes and prepare applications to match the expectations of evaluating committees. On the other hand, the very selection of topics and the quality of their justifications result from the fact that the areas, in which projects are implemented under the European Territorial Cooperation, are peripheral.
