The transformation of an industrial society into an information society has triggered a number of processes of an economic, legal, cultural, technological and ecological nature. The development of the information society in conditions of globalization is reflected in the fact that, when organizing social and economic life, public administration is forced to take into account the role of knowledge and cooperation in shaping the functioning of a particular space. It is precisely knowledge (smart solutions) and the ability to create and maintain relations (relational potential) that lie at the foundations of the development of the idea of a smart city. From this point of view, the activity of public administration involving the efficient use of advanced technology and the ability to create smart solutions for modernizing cities and improving the multidimensional quality of life in the city is becoming increasingly important. The processes of diffusion of knowledge, permeation of models of operation of urban spaces, hybridization of the solutions that are applied and an increase in the importance of bottom-up (community) initiatives in the joint creation of urban spaces are being noticed in the conditions of globalization. The complexity of the processes comprising the issues of the smart city makes the term ‘smart city’ a fuzzy and blurred concept. The objectives of the article is to attempt to identify contemporary directions of development of smart cities, with particular emphasis on the role of the relational potential in the implementation of this concept of functioning of a city.
