Only the state and its administration have the appropriate organization and the necessary power to ensure, inter alia, broadly understood safety. The individual is not able to ensure medical safety or care in the event of a sudden health emergency, therefore must exist and its existence must rely on the state. The health safety of citizens depends on the full availability and efficiency of medical services. The phenomenon of full access to medical services is related to the phenomenon ofendless expansion of the demand for them among patients, therefore, not only in Poland, but in most countries around the world, there is a tendency to limit the availability of health services. Due to the limited financial capacity of the state, it is necessary to first provide only the "minimum" of benefits saving life and health. In order to ensure this minimum, the State Medical Rescue system was established in 2006. It is the proper operation of this system that determines whether, in the event of a sudden health threat, the citizens’ lives and health will be protected, and their health safety guaranteed.
