The study aims at establishing legal construction of public school as a decentralised entity of public administration that provides educational services. The evolution of school as a fundamental institution of public administration that provides education services based on law regulations and the educational system transformation contributes to the new view on the contemporary conditions for public education. Public school as an administration unit falls into the category of decentralised entities that perform functions of public administration. It is used to provide public services in the education area. Education is a public service and public welfare. Administration that provides education services indicates diversity of education services and diversity of entities that are responsible for administration of education services in the education system. Decentralised management of state structures and decentralisation of local government funded education results in transferring the responsibility for educational services and for their quality to the central and local government. In the local government model of education, a local government entity as the basic decentralised entity within the state structures in the light of the education law does not need to provide education services by itself, but may delegate this responsibility to a legal person that is not a local government entity or to an individual, as an example of public schools privatisation.}, title={Public school as a decentralised entity of public administration.
