This should mean that it could be executed by adults as well as by children. However it is neccessary to analize international regulations that would impose specific obligations on the country related to them in the discussed scope. That should lead to a conclusion, whether Polish regulations provide guarantees to children right to organize and participate (or only participate) in a public assembly.
