 abstract={Municipality as a basic administrative unit is responsible for organization and efficient performance of municipal waste management system. It is also the executor of the system, i.e. it runs business activity in the field of municipal waste management (municipal waste collection form property owners, maintenance and operation of waste recycling facilities and waste neutralization). Finally, municipality is a waste producer, and, as such, has duties resulting form being property owners. The research is aimed at determining the legal status of municipality in the system of municipal waste management. In order to make such an analysis possible the following particular issues were examined: 1) Independence of municipality as the organizer of the system of municipal waste management; 2) Self-reliance of municipality as the executor of the system, e. i. a business entity managing public property; 3) Legality of granting the municipality the exclusive rights to manage municipal waste. The issue of municipal's public-law liability at particular stages of the system formation and operation was also examined. Influence of the municipality's activities on economic status of property owners and business entities collecting municipal waste was also studied. The accomplish of the above individuals aims made it possible to obtain the final result, which was the description of municipality's legal status in the field being discussed. A legal structure of the system of municipal waste management was created. Municipality's legal status in that structure was discussed. The object of the dissertation was the analysis of the European Union and domestic regulations in the field of environmental protection and municipal waste management.},
