Unclear legal regulations raise many doubts about this issue, including the question as to which body of a purposive association of territorial self-government entities is competent to adopt administrative decisions. Considered from both the doctrinal and the normative perspective, the current legal state determines that the adoption of decisions lies within the competence of the executive boards of such associations.
