The analysis concluded that most of the hitherto functioning external financing mechanisms could be merged into one instrument with a global reach. As noted by the Commission, the current structure of the external financing instruments has been too complex. Connecting a number of instruments into a single broad one would provide an opportunity to rationalise their management and oversight systems and to reduce the administrative burden for all stakeholders. Having a simplified oversight system would allow the relevant institutions to have a better, more comprehensive view of the EU’s external expenditure. A broad instrument would provide a more geographically and thematically comprehensive approach, facilitating the implementation of different policies in a trans-regional, multi-sectoral and global way. The EU would facilitate coherent responses and synergies, breaking down thematic and geographic silos. For these reasons, on 9 September 2021, the EU established the Neighbourhood, Development and International Cooperation Instrument. The main objective of this paper is to present the objectives, principles, and mechanism of financial cooperation between the EU and its neighbouring states within the framework of the European Neighbourhood Policy from 2007 until now.
