 abstract={Public administration is associated with two aspects: durability and constant change. However, what are the reasons for the continuous processes of changes by the public administration, or is it just a phenomenon caused by the need to adapt to the environment? The Republic of Greece is quite a young country. Despite two hundred years of independence, a significant number of reforms of administrative structures were noted. The first major reform was carried out in 1997, where the public administration was optimized. The aim of this article is a legal and historical analysis of the reforms of the Kingdom and the Republic of Greece carried out in the 20th and 21st centuries and the verification of the introduced reforms on the basis of the criterion of their usefulness to the state and the citizen.},
