The necessity of development of e-competencies in public administration is a result of informatization processes in public administration, and the fact that the administration has e-competence enables it to use the competencies used in the ICT sector while performing public tasks. The necessity of acquiring e-competencies concerns citizens who want to participate in the digital administration services. However, the development of e-competencies among citizens faces many problems especially in the area of public administration activity such as social welfare. This is due to the fact that in social welfare, on the one hand, the process of informatization takes place but on the other, people who are social welfare beneficiaries are very often digitally excluded. This issue has gained in importance during the COVID- 19 pandemic. The aim of the chapter is to analyze the problem of development of e-competencies in public administration on the example of social welfare.
