 abstract={The article discusses main provisions of the European Parliament and European Council regarding regulation no. 2015/2120 of 25 November 2015 enacting funds in regard to access to open Internet and changing the directive 2002/22/EEC in the matter of universal service and rights of users connected with networks and electronic communication services, and also regulation no. 531/2012 regarding roaming in public land mobile network in the European Union from a consumer’s perspective. The authors discuss in detail problems concerning admissibility of the use of traffic management measures by Internet service providers and their obligations to include information concerning the Internet access service in contracts with end-users. The article also presents chosen weaknesses of the regulation.},
