The aim of this study is to demonstrate that the question concerning the indispensability of public administration does not in fact inquire about the validity of its existence but pertains to the scope of its activities and transformation of the modes of administration. This is due to the fact that directions of change within public administration are primarily associated with the capacity to carry out public tasks in the fluctuating circumstances of social and economic life. It has been adopted that the exercise of public authority requires structural adjustment of public administration, and appropriate selection of legal methods and forms of action which serve to fulfil the increasing number of new public tasks. Diagnosing such phenomena (and their underlying circumstances) as crisis of administration and inflation of its impact, the author demonstrates that the state does not have to be a state of total administration but should rather opt for its open variant instead.
