 abstract={The article discusses the method of examining the nature of local government in Europe in a comparative context, used nearly a hundred years ago by prof. Jerzy Panejko. This method is called functional induction. It allowed to establish the essence of local government on the basis of the characteristics of the local government of European countries and the elimination of properties that are not relevant. This research method became the basis for the subsequent development of one of the fields of study of administrative law in Poland and was important for the legislative process. This method is original and relatively rare.},
