 abstract={The revitalisation programme is an element of spatial development law. With the Act of 9 October 2015 on revitalisation, the legislator has standardised the legal and administrative issues concerning the procedure for the adoption of the revitalisation programme. It should be pointed out that the purpose of revitalisation is to bring degraded areas of the city back to life, adding new functions. The actions, undertaken as part of the Regional Operational Programme for the Lower Silesian Voivodeship 2014–2020 related to revitalisation, were aimed at improving the situation of degraded areas in the Lower Silesian Voivodeship. The purpose of the evaluation of this programme was to examine whether intervention in degraded areas actually occurred and whether it contributed to reducing the problems occurring in the areas designated for revitalisation. The aim of this article is therefore to present the results of the evaluation carried out within the framework of the Regional Operational Programme for the Lower Silesian Voivodeship 2014–2020 and the effects that the programme has brought about, i.e. whether there has been a so-called idling effect. It should be checked whether the investments carried out would also have been carried out without the support from the programme under evaluation.},
