 abstract={This article aims to analyze Carl Schmitt’s perspective on non-unitary state forms, which aligns with critiques of the traditional distinction between federations and confederations. Schmitt views a union of states as a means for states to ensure self-preservation, provided there is homogeneity among them. He argues that the question of sovereignty within a union of states must remain unresolved; otherwise, the union risks either collapsing or becoming a unitary state. In contrast, a federal state may emerge as a possible outcome of the union’s centralization but is not simply the antithesis of a union of states. To highlight Schmitt’s ideas, the author contrasts his concepts with those of philosophers such as Althusius, Montesquieu, and Kant, concluding that Schmitt’s approach is innovative and metapolitical in nature.},
