The first dimension concerns public management, which focuses on identifying and meeting the collective needs of residents. This includes various initiatives and projects, both short-, medium-, and long-term, aimed at stimulating processes of endogenous nature. The second dimension, referred to as competitive, relates to the dynamics of political competition for the support of residents in elections to regional assemblies. In this context, regional assemblies are arenas of political dispute where different parties and electoral committees compete for power. These elections are crucial for shaping regional policy and significantly impact the management of voivodeships. The analysis is set in the context of the second stage of local government reform, which introduced a three-tier territorial division of the state.
