 abstract={Every year, before the adoption of the programme of care for homeless animals, its draft is reviewed by pro-animal organizations operating in each municipality. Expressing an opinion on the solutions proposed by the municipality by organizations, although not binding, is important for improving the situation of homeless animals in the country. Therefore, it is crucial that they exercise their statutory rights. Considering that organizations often lack professional legal advice, it was necessary to list the most common errors in the content of the programs, along with an indication of the proposals for correct regulations, recognized as such by administrative courts. The aim of this publication, however, is not only a legal analysis of the phenomenon of defective regulations, but also to indicate practical guidelines for people who prepare opinions on drafts pursuant to the art. 11a paragraph 7 of the Animal Protection Act.},
