Services whose save lives, health and property deal with a much more dynamic process of disposing of forces, managing a rescue operation, and subsequent analysis of events in order to improve efficiency. The entire process, serving to protect citizens or respond to threats, is more often supported by ICT systems that enable quick aggregation, transmission, collection and analysis of data and, as a result, making faster decisions. Currently, each of the services has teleinformatic systems that enable them to automate data processing, which is important for management of a rescue operation. The tools used, especially in pandemic, have shown that their application has worked well and it is natural that they are constantly being modified. ICT networks are used to exchange information between ICT systems. Unfortunately, more often the development of ICT systems mentions only data processing devices and supporting applications, forgetting about the transmission medium through which these systems and applications exchange data.
