 abstract={The Constitution of the Republic of Poland obliges public administration bodies to ensure the security of citizens. The authorities fulfill this constitutional obligation by establishing and maintaining appropriate emergency services. In Poland the State Medical Rescue System was creatied to provide medical assistance to people in a state of sudden health risk. Medical rescue is crucial for the sense of security of citizens because it provides help in the case of individual events related to a threat to life and health and also in situations of mass events. State authorities have created this system and are absolutely interested in its operation and effective operation. The current system of the State Medical Rescue is not a perfect institution but it requires change according to the opinion of people participating in its operation and using its services. Problems in the functioning of the State Medical Rescue Service result from, among others, limited access to primary and specialist health care and the lack of an effective mechanism capable of limiting the provision of services in hospital emergency departments to people who did not require it.},
