 abstract={The article presents the subject of law-making activity of public administration authorities. For this purpose, they presented the views of the doctrine and the rules of the Constitution of Poland to address the issue of legal sources. Against this background indicated, among others, the controversy over the adoption of a closed system sources of universally binding, with division of the sources of law to acts commonly and internally mandatory and discussions on generally applicable rulemaking by the authorities.},
